Just a different concept in fuel taps. The spring I assume went toward the diaphram that closes off the fuel flow when the engine is off. Hopefuly assuring you won't leak fuel past the needle and seat in the carburetor and filling the crankcase with raw fuel.As soon as the engine starts the small vacuum line from the engine has vacuum applied to it causing the tap to open in the run position. Prime by passes this system when the carb is dry after repairs or storage. Reserve uses a shorter pickup in the tank so when you run out you can still get to the next gas station. It also may allow any crud in the bottom of the tank to flow in this position, and if you don't turn back to regular after fueling, the next time you run it out of fuel, it is shoe leather time. I would suggest either fixing it or replacing it with a positive off type. Look down the page as there are some suggestions from previous posts.
